Google's latest Android 4.3 has feature called ‘Scanning always available' which can scan for networks even if Wi-Fi is turned off. This is done by identifying nearby Wi-Fi networks which helps to detect the user’s location. This feature can be disabled using settings. The aim of this feature is to improve location accuracy.
